Another key player in the Federal Lands battle is PHC Co-Founder, Rep. Chris Herrod.  Chris and Rep. Ken Sumsion proposed (and passed) legislation in the 2010 General Legislative Session in Utah, allowing for states to exercise eminent domain on federal lands.  They were also successful in securing state appropriations to pay for the inevitable protracted legal battles to follow.
